Efficient Transportation Decision Making (ETDM)

Early and continual agency and public involvement is expected to improve the quality of decisions and reduce the cost and time delays during the environmental review and documentation required by the National Environmental Policy Act (NEPA) and the state and federal permitting processes. This interaction continues throughout the life of a project to ensure that mobility needs are balanced with land use decisions, community values, and ecosystem management and preservation initiatives. In the ETDM Process, resource avoidance and minimization options and strategies are identified earlier, and cost implications for these strategies can be considered in establishing transportation plan priorities and programming projects. Agency interaction during project development allows permitting to be concurrent with the completion of the federal NEPA process.

  • Maximized use of technology for coordination, project scoping and communication
This portion of SR 76 was evaluated in the Programming Screen of the Efficient Transportation Decision Making (ETDM) process as Project # 9471 in 2008. During preliminary planning for this project through the FDOT’s ETDM screening process, concerns were raised by agencies regarding various potential impacts to the environment. Specific agreements with the FDOT have been made to include the following work in the project scope.
  • A Type 2 Categorical Exclusion is the expected level of environmental documentation required for this project.
  • FDOT will coordinate with the Federal Highway Administration regarding the Halpatiokee Regional Conservation Area.
  • FDOT will coordinate with Martin County regarding future transportationmap amendment.
  • FDOT will coordinate with the Treasure Coast Regional Planning Council regarding the evacuation/response time assessment.
  • FDOT will conduct the following technical studies:

    • Contamination Screening Evaluation Report
    • Floodplains Assessment
    • USCG Bridge Project Questionaire
    • Water Quality Impact Evaluation
    • Wetlands Evaluation Report
    • Endangered Species Biological Assessment for wood stork and West Indian manatee
    • Cultural Resource Assessment Survey
    • Section 4(f) Determination of Applicability
